Hey, gov! Now what?

When Gov. Jim Doyle announced that the state would accelerate the construction scheduled for the Zoo Interchange, this is the JS reported his reasoning:

Another factor was the state's financial picture, Doyle said. Instead of choosing between roads and school spending, the state's fiscal outlook is healthy enough to handle the road work without sacrificing other programs, the governor said.

OK, now the budget isn't healthy any more. The state can't afford the project, and neither can the federal Highway Trust Fund.

Why is this project still on the fast track?
